The highest leadership in Vietnam is the Central Committee of the Communist party. They run the government and national assembly. It is in these higher up levels where changes to the constitution or laws of the country are made. This is where plans are implemented and budgets are created.
The government and assembly then work with another committee which works with the prime minister in trying to meet the demands of society. It is quite the complex process.
